Environmental Monitoring

Balfour Beatty Carillion Joint Venture is working on behalf of Transport for London (TfL) to build the East London line. In order to minimise the potential environmental disturbance of our works, we follow a Code of Construction Practice (CoCP) and have received "prior consent" under Section 61 of the Control of Pollution Act 1974 with the relevant local authorities for controlling noise from construction. We are committed to being a good neighbour and take our environmental responsibilities very seriously. Our working practices, working hours and noise and vibration control measures are also agreed with the relevant local authority prior to undertaking any work. To ensure that we are meeting our responsibilities regarding environmental protection, we monitor our work constantly.

As the East London Line Project is now in its final stages, the September environmental reports are the last we will feature on this site.
Dust

Dust observations are made on a regular basis in streets and roads adjacent to active worksites. These observations are a subjective analysis to highlight any potential dust impact to nearby residential properties. The output is a summary graph which can be accessed via the link.

How to interpret the dust graphs

The red line running across the graph indicates a self imposed trigger level above which further investigation is required. This level was agreed with the relevant local authority in September 2008.

Noise

Data on noise is collected at monitoring points that are appropriate to the worksite, the location of local residential properties, and the works being undertaken. These “monitoring stations” are routinely downloaded and the data is collected and interpreted to ensure that we are working in accordance with our commitments to the relevant local authority. The output is a summary report which can be accessed via the link.

How to interpret the noise graphs

The red line running across the graph indicates a level of 75dB. This is not a noise limit imposed on the project, however, when construction noise is predicted or measured to exceed this level then noise insulation (NI) may be offered to home owners if the condition below is met. This level, and the circumstances in which noise insulation are offered are laid out in TfL’s Noise Insulation and Temporary Rehousing Policy which was produced in consultation with the Local Authorities.

  • The predicted or measured noise level exceeds the noise trigger level for noise insulation at the property for at least ten day or night-time ‘periods’ during any consecutive fifteen day period, or alternatively, for 40 day or night-time ‘periods’ during any 6 month period.

The levels displayed on the graphs are actual levels recorded at the site boundary.

Vibration

The need for vibration monitoring is agreed between the local authority and the contractor as part of the relevant Section 61 consent. Vibration monitoring is undertaken where there is a possibility of vibration being perceived or in the early stages of each new construction activities. Data is collected at monitoring points close to adjacent local receptors.

These “monitoring stations” are routinely downloaded and the data is collected and interpreted. The output is a summary report which can be accessed via the link.

How to interpret the vibration graphs

The red line running across the graph indicates a trigger level at which the activity will be assessed by the contractor in accordance with the appropriate standard in accordance with Part A of the Code of Construction Practice (CoCP).
